The Bulk service caps download/upload calls and, once hit, returns 'no more bulk upload or download calls will be permitted for this account,' clearing after up to 15 minutes; Campaign Management caps entities per call, so large changes go through Bulk.
  • Seismic: Tiered per-endpoint limits over a rolling 60-second window; exceeding returns HTTP 429, with X-Seismic-Remaining-Calls and X-Seismic-Total-Calls headers.
